Company Overview
Functions of BMET:
  • Bureau of Manpower,  Employment and Training (BMET) was created in 1976 (from the manpower wing of Labour Directorate).
  • The Bureau was created in line with the ILO Convention 87, 88, 96 and 97.
  • After 2nd World Employment Exchange Technical Training Centers were established to rehabilitate the returned soldier from War.
 Major functions:
  • Institutional training through Technical Training Centers.
  • Establishment of new training institutes through development projects.
  • Conducting informal and special training courses.
  • Emigration clearance to the migrant workers
  • Maintenance of computer database network for the migrant workers.
  • Welfare of overseas Bangladeshi workers and their families.
  • Regulate and monitor licenses of Recruiting Agencies.
 Wings of BMET:
  • BMET is composed of two wings
  1. Employment Services Wing.
  2. Training Wing.
Offices under BMET:
  • Revenue Budget
  • 42 District Employment & Manpower Office (DEMO).
  • 38 Technical Training Centre and one Institute of Marine Technology.
  • 3 Apprenticeship Training Offices
  • Development Budget:
  • 26 Technical Training Centre
  • Laws and Rules for Overseas Employment
       A.      Law :
              i) Emigration Ordinance 1982.
       B.      Rules :
             i) Emigration Rules 2002.
             ii) Recruiting agents conduct and license Rules 2002.
             iii) Wage Earners` Welfare Fund (WEWF) Rules 2002.
  • Policies relating to Overseas Employment:
  • Overseas Employment Policy, 2006.
  • Selection of CIP (NRB) policy, 2006.
  • Special privilege policy of expatriate Bangladeshis for remittance, 2008.
  • Medical Test policy for overseas employment 2008.
Prosecution and Trial of offences:
A. Special courts
  • There are 4 Special Courts in the following divisions :
  1. Dhaka
  2. Chittagong
  3. Khulna and
  4. Rajshahi
B. Prosecuting Officers
  • DG, BMET / AD, DEMO is the prosecuting officer to make complaints in the Special Courts.
Database Network
  • A computer database network has been established at district level offices (DEMO) and BMET head quarters with connection at the Ministry, Airport and BAIRA office.
  • The recruiting agencies or employer may use their own computer to recruit from the database.
  • This has created accountability and transparency in the recruitment system and aimed to gradual elimination of the middlemen.
  • Extortion of money and harassment of job seekers reduced.
Upgrading plan of Database Network
  1. Random Selection of workers from the Database.
  2. Insertion of Biometric Impression (Finger print) in registration.
  3. Introduction of Smart card (Computer Chips).
  4. Auto generation of Embarkation Card at airport.
Welfare to the migrant workers:
  • Arranged regular briefing sessions at BMET before departure of the workers to the country of destination to make them aware about service conditions, working environment, culture, salary, and other benefits, remittance system, local language of the host country, etc.
  • Efforts to mitigate problems abroad by providing legal aide assistance to the workers.
  • Financial assistance up to Tk. 2(two) lac to the family members of deceased migrants who  does not get compensation from the foreign employer.
  • Families of deceased are receiving Tk. 35,000.00 to bear the burial expenses.
  • Collection of death compensation money and arrear dues.

  2. UAE (Abu Dhabi and Dubai)
